During the Great Depression, many farmers could not make enough money to pay their mortgage. As a result, banks would foreclose on the property. They would then sell the farms at public auctions. To the neighboring farm community these auctions were called "penny sales."
When they would hear about an upcoming auction, they would gather in droves to make it clear to any potential bidders that bids from outsiders were not welcome.
The bank would typically start the bidding at ten or fifteen cents; anyone with a head on their shoulders who wanted to keep it would not put in a higher bid

lyrics

You wouldn't like it at the penny sale
You wouldn't like us now
You brought a rigged game, dug a shallow grave
right up at the doorstep of our whole god damn town

You wouldn't like it at the penny sale, you wouldn't like it
when the hangman plays his song
we've got you right where you belong
you speak no tale
You wouldn't like it at the penny sale, you wouldn't like it
where the clocks are standing still
we know your weapons and your will
shall not prevail here
you wouldn't like it
we're not alone

I've got a shotgun, that's plenty
I've got my reasons, they're many
I've got a family who's starving
and now the devil seems charming to me
you're gonna see...

I've got my back from the doorway
and if you had it your own way
I'd have have your poison inside me
and your devil inviting me in

you wouldn't like it at the penny sale, you wouldn't like it
we've had enough
you wouldn't like it at the penny sale, you wouldn't like it
the price ain't adding up

because you don't care what's at stake
your appetite is your religion
too many hungry years we wait
while you cheated
while you cheated we see red
